Why have I received a Congestion Charge PCN recharge?

You've received the penalty charge notice (PCN) recharge because you've driven your vehicle within the Congestion Charge zone without paying the daily charge, or your vehicle isn't exempt by Transport for London (TFL).

As the lease funder is the registered keeper of your vehicle, it has to pay the PCN to TFL and then recharge it to you.
