ANPR is Automatic Number Plate Recognition. Some private parking companies use this to identify vehicles that are in possible breach of the terms of the contract set out on the signage of the car park.

If ANPR is used then you won't have a PCN or penalty charge notice fixed to your windscreen. Instead the first contact will be with the lease funder as the registered keeper.
